Keep Portland Padded is a welcoming, inclusive, and community-focused 21+ event. These rules exist to protect every attendee, to respect our venue and its licence, and to ensure this event can continue to run safely and legally in Portland.
Paci Northwest LLC reserves the right to refuse entry or remove any person from the event at any time for violation of this policy, without refund. By purchasing a ticket or entering the event, all attendees agree to abide by this policy in full.
The Rules
Valid government-issued photo ID is required for entry. No exceptions will be made. This is a legal requirement under Oregon liquor law and will be enforced by venue staff at the door.
All attendees must respect each other's boundaries at all times. Ask before touching. Ask before photographing. No means no — including for photos, hugs, and any physical contact. Consent must be enthusiastic, ongoing, and freely given.
Sexual activity of any kind is strictly prohibited on the premises, including in bathrooms. Violation will result in immediate removal and may be reported to law enforcement.
Diapers and ABDL-related attire are welcome and celebrated. All genitals must remain covered at all times. Overtly sexual attire that exposes genitals or nipples is not permitted. When in doubt, cover it.
You must obtain explicit verbal consent before photographing or filming any attendee. Do not post photos of other attendees to social media without their permission. Attendees who do not wish to be photographed may request a "no photo" wristband at the door.
Harassment, hate speech, or discrimination based on race, gender identity, sexual orientation, disability, body size, religion, or any other characteristic will result in immediate removal. This is a queer-friendly, trans-inclusive, body-positive space.
Alcohol is available for purchase at the bar. Do not bring outside alcohol onto the premises — this is an OLCC requirement. Attendees who are visibly intoxicated to the point of incapacity may be refused service or removed for their own safety.
Our venue is our host and a cornerstone of Portland's queer community. Treat the space, staff, and property with respect. Any damage caused by an attendee is their financial responsibility.
If you witness or experience a policy violation, harassment, or safety concern, please find a Paci Northwest staff member (identifiable by pink lanyards) immediately. All reports will be taken seriously and acted upon promptly. You will not be penalised for making a good-faith report.
A Note on Oregon Law & the Venue's Licence
Our venue holds a liquor licence issued by the Oregon Liquor and Cannabis Commission (OLCC). Under OAR 845-006-0347, the venue is required to prevent unlawful activity on its premises. Paci Northwest LLC takes full responsibility for ensuring that Keep Portland Padded operates within Oregon law and in full compliance with OLCC regulations. This conduct policy exists in part to protect the venue's licence.
Key points for attendees:
- Wearing a diaper is not public indecency under ORS 163.465, which requires exposure of genitals with intent to arouse. Diapers cover genitals and do not meet this definition.
- The event is 21+ and ID-checked in compliance with OLCC minor access requirements.
- No sexual activity is permitted on the premises at any time.
- Paci Northwest event staff will manage conduct issues before venue staff are required to intervene.
- This event has operated in equivalent form in Boston, Los Angeles, Chicago, New York, and Seattle without incident or regulatory challenge.
Enforcement
Paci Northwest LLC staff have the authority to issue warnings, require behaviour to stop, or remove attendees from the event for any violation of this policy. Venue staff may also remove attendees at any time.
Removal for policy violation will not result in a refund of entry fee. Serious violations — including assault, sexual misconduct, or illegal activity — will be reported to law enforcement.
